A series of new agreements were announced by Chad and France on Thursday, September 25, 2026, on the sidelines of the Chad–France Business Forum in Paris, covering infrastructure and logistics, animal health, higher education and research, healthcare infrastructure, and vocational training.

Context: a forum built around “Chad Connexion 2030”


The forum — which was co-organized by MEDEF International and Chadian authorities — brought together around 100 French companies and 200 Chadian firms, alongside government representatives, investors and development partners. It is explicitly tied to Chad’s National Development Plan, “Chad Connexion 2030”, which prioritizes sectors such as infrastructure, agriculture and livestock, health, education and training, energy, mines and industry.

The event was designed to deliver concrete projects: business‑to‑business and business‑to‑government meetings, targeted networking sessions, and the signing of protocols, memoranda of understanding (MoUs) and partnership contracts.

Infrastructure and logistics: MoU on the Toukra dry port
In the infrastructure and logistics segment, an MoU was announced with AGL (Africa Global Logistics) around the Toukra dry port project. The initiative is intended to strengthen Chad’s landlocked logistics capacity by developing a modern inland port hub, improving cargo handling, and supporting regional trade corridors.

Animal health and agri‑industry: Ceva Santé Animale and Kibervet
A major private‑sector partnership was unveiled between French animal health company Ceva Santé Animale and the Kibervet Group to develop Chad’s animal health and livestock value chain. The agreement covers:

Supply and development of veterinary products and services in Chad.

Construction of a modern slaughterhouse to improve meat processing standards.

Broader development of the animal industry, aligning with Chad’s livestock and agro‑industrial priorities under “Chad Connexion 2030”:

Higher education and research: MOBIS and a new research centre
In higher education and research, an MoU was announced between MOBIS and the relevant Chadian ministry for the creation of a research and higher education centre in Chad. The centre is expected to support applied research, and advanced training in sectors critical to Chad’s development, including agriculture, health, infrastructure and digital technologies.

Health infrastructure and training: Ellipse Group partnership
Another MoU was signed with Ellipse Group for the construction of health centres, with a dedicated component for training and the creation of nursing schools. This dual focus—building facilities while strengthening human resources—will hopefully expand access to quality care and address shortages of trained nursing staff, in line with national health and education objectives.

Vocational training and entrepreneurship: MK Formation project
A further project, developed with MK Formation, provides for:

The creation of an entrepreneurship school in Chad.

The establishment of a training system for manual trades (artisanal and technical skills).

This component targets youth employment and private‑sector development by equipping young people with practical skills and entrepreneurial know‑how.

Significance:

The announcements reflect a shift from general economic dialogue to operational, sector‑specific partnerships involving both public institutions and private companies. By anchoring these projects in “Chad Connexion 2030”, Chad and France are signaling a long‑term framework for investment, skills transfer and infrastructure development, with an emphasis on measurable outcomes in the areas mentioned.

Djinodji Solmengar

Djinodji Solmengar Rodrigue is a journalist with MRTV English, Chad’s first English-language media outlet, where he led English-language news coverage at its launch. Based in N’Djamena, his reporting explores political, economic, and social developments, with particular attention to everyday realities, informal sectors, and cultural life. His work also extends to football and broader societal issues, approached through field reporting and in-depth storytelling. Beyond reporting, Djinodji regularly conducts interviews focused on education, including the teaching of English in Chad, as well as conversations (with AFROTRONIX, to name a few) on culture and music. He is also active as an English–French interpreter, working alongside international media professionals. In this capacity, he recently supported and interpreted for a delegation of foreign journalists, including BBC representatives, during the PND Chad Connexion 2030 mission. Alongside his professional practice, Djinodji is pursuing a PhD, with research centered on the presence of China and Russia in Africa as portrayed in selected Commonwealth online media. His academic interests lie at the intersection of media, geopolitics, and discourse analysis. Earlier in his career, he taught English and authored a Master’s thesis examining the contextualization of English language teaching in Chad, reflecting a sustained engagement with educational challenges and policy.
