N’DJAMENA, August 3, 2026 — President of the Republic, Head of State, Marshal Mahamat Idriss Deby Itno said in a circular on the preparation and drafting of the Finance Bill for the 2027 fiscal year that 2027 must be a year of action, change and results.
Work has started on the 2027 budget and it must follow the National Development Plan “Tchad Connexion 2030” which has 12 main goals and 100 actions.
President Mahamat Idriss Déby Itno said the new budget should not just repeat last year’s spending. It must bring real reforms, create jobs, improve public services and make life better for all citizens. The main idea for 2027 is “connection”. This means connecting regions to each other and to neighbors, connecting farms to markets, connecting government offices and computers, connecting people to public services, connecting schools to jobs, and making sure all ministries work together with one plan.
The government is aiming for 7.3% economic growth in 2027. To reach this, priority will go to finance, internet and technology, tourism, industry, mining, farming, livestock, electricity and water. Each ministry must find ways to remove problems in energy, transport, money, land and markets.
Money will be spent first on roads, airports, river transport, internet networks and electricity through the Mission 300 program. The government will also complete projects that started in 2026 before starting new ones. Chad will also work more with CEMAC, LCBC and AfCFTA to boost trade.
From the start of 2027, all government payments must be done electronically and businesses will be able to register online. Also, starting January 1, 2027, people with African passports can enter Chad without a visa.
The budget will also support mining and local factories. The ban on exporting live cattle will start January 1, 2028, so new slaughterhouses must be finished before then. Decisions from the African Water Forum in N’Djamena in July 2026 will be included, with focus on water for people, food and the environment.
Education, health, and help for women, young people and vulnerable groups will stay a priority. Girls’ education and jobs for youth will get special attention. The government will also work to improve business conditions, tourism, security and defense.
To keep things organized, every ministry must follow the President’s plan, use the SIGFiP finance system, and send regular reports. A tracking system will be set up for each ministry.
President Mahamat Idriss Déby Itno said the 2027 budget must deliver real results and every franc of public money must be used for progress.
