Chad’s 2027 budget to fast-track electricity access under Mission 300, open sector to private operators

President Mahamat Idriss Deby Itno wants faster electricity access for Chad. He outlined this goal in a circular letter on the 2027 budget. The letter names ‘Connexion énergétique’ as a top priority.

The government must finish current power projects. This covers production, transport, and distribution. The work ties into Mission 300 (M300). This African initiative aims to connect 300 million people to electricity.

The letter also opens a new door. Private operators can now produce, manage, and distribute electricity. This applies to provincial capitals and major towns. The government will regulate the sector. It will also keep competition fair and contracts secure.

Energy joins a longer list of priorities. Roads, air transport, river navigation, and digital networks made the list too. President Mahamat Deby links these priorities to one goal. He wants the 2027 budget to advance ‘Chad Connexion 2030.’ This is the country’s national development plan.

Djinodji Solmengar Rodrigue is a journalist with MRTV English, Chad’s first English-language media outlet, where he led English-language news coverage at its launch. Based in N’Djamena, his reporting explores political, economic, and social developments, with particular attention to everyday realities, informal sectors, and cultural life. He is also active as an English–French interpreter, working alongside international media professionals. In this capacity, he recently supported and interpreted for a delegation of foreign journalists, including BBC representatives, during the PND Chad Connexion 2030 mission. Alongside his professional practice, Djinodji is pursuing a PhD, with research centered on the presence of China and Russia in Africa as portrayed in selected Commonwealth online media. His academic interests lie at the intersection of media, geopolitics, and discourse analysis. Earlier in his career, he taught English and authored a Master’s thesis examining the contextualization of English language teaching in Chad, reflecting a sustained engagement with educational challenges and policy.
